Well if she can shape change, I’m sure that she can add and remove tattoos as she sees fit.

Consider her garb in the two images, and one might think what she wears when she finds Frank has more of a pull-up effect. Frankly, I find her bosom to be well-suited for her now. Besides, how old is she? She could be older than Wolverine!
But also less sensitive in giving and receiving tactile feedback, in case you’ve never noticed. In any engineering solution, there’s always a tradeoff.
Those aren’t tattoos. They’re love swirlies.
I always thought it was more like bodypaint, like what they use for magic stuff, Egyptians did it and you can see those on tribesmen.
On her it always looks like a mix of the old geometric lines and runes.

Added Blue Body Paint: Adds protection from the cold while not making the wearer’s other dress the slightest bit more practical (or modest). Do they have a version for the ladies dwelling in warmer climes?
Sure. They use a different color paint in warmer climes.
A wizards tattoos are not mere decoration. They are Runes of Power, which manifest and shift with the mages conditions and requirements. That’s been lore for … decades of role-playing games and centuries of mythology.
The tattoos of the Dark Underlord, and the Marks upon his minions, have established this as reality of the Billverse. Which I’ve found cool since the first time they showed up.
Not to mention … makes it slightly easier on the artist. Nobody said the tat’s must always be non-ornamental, either.
A girl’s gotta have and enjoy her plumage. And, I do say, the Ice Queen haz, indeed, lovely plumage. Certainly rivals the Norwegian Blue.
In particular, I like the cheek design in the flashback image. Now .. if she’d just turn a bit more cheek so we could see the rest of it ….

She found Frank before he met Bill. It is quite possible that Bill and Frank had only been put together for a very short time before their encounter with Kohr.
Well, obviously they’re temporary wards against the cold. She may be tough, but that’s no outfit for climbing frosty mountains.

I can visualize Shiarra’s “tattoos” continually flowing, changing, and moving in realtime as she speaks or her mood changes. She is the Frost Queen with powerful magic, after all (besides, some creatures (such as cephalopods) can change their skin patterns without any magic at all)
