Don’t worry Gnome 12 we are all behind ya on this one. If we were assigned to watch Bill, and only observe it wouldn’t be long before we were getting involved to. Left to his own accordance Bill would definitely be a short lived job assignment.

I see why Bill would need a watcher gnome following him everywhere, it’s so he doesn’t cause too much damage to everything and one as he normally would without one. Also, hooray for Don and may he and David continue to create awesomeness for many years to come.
Figures it would take bureaucracy to screw things up for Team Bill.

My first thought was that the Smurfs torched the place. Poor, homeless Gypsy!

In the end, Gnome 12 will get off, maybe with a penance of permanent assignment to Bill. No “Watcher” society is ever perfect. If you are Watching, there will always be an occasion where some action must be taken. Or not. By being present, your action or inaction will always, at some point, affect the outcome of what you are Watching.
I think I understand the satisfaction on Gone 12′s face now from Three Strips Ago. Not only did he stick it to the Dark Underlord … he got to break the rules by doing so!
